Read the passage given below and answer the questions. 

I was in a school and I had to observe children’s activities. My mission was the observation of their activities. The focus was on educational matters that included how children talk to one another, how far they wanted to speak to elders, how motivated they were to come to school, whether any children were mischievous, and so on. I spent 3 days in a school and watched their activities. Children of 4-5 years were observed during the stay in the school. There was a small library for children in a separate building, and there were playing materials for children. In addition, the library had books containing pictures and words, alphabets, puzzles, and various kinds of dolls. After I arrived at school, I selected 10 children and took them to the library. All of them were five years old. I said to them, “We’ll go to the library today, OK?” Nine of them accepted my plan, but a boy named Mahesh did not. He looked nervous in a dirty, ragged shirt. I asked the class teacher, “Why is this child unwilling to join friends?” She replied, “I don’t know why he is unhappy. Sometimes he comes to school, sometimes does not.” Then I went to the library with the other children who wanted to go with me. Mahesh was left in the usual class. There was another teacher in the library. The library was only for children and was established with the support of a foreign agency. “When was it established? Has the school purchased any additional materials after its establishment?” I asked the teacher. She said, “It was set up two years ago. We didn’t add anything more because they’ve said they’ll give everything again, even if these things are lost, damaged, broken down, or torn off anyway.” I  saw the materials on the shelves and rows of desks. Everything was neat and clean – pictures, puzzles, toys and dolls, a rocking horse, some children’s books, and so on. They were all for the children of that age – who are pretty active, and love playing. The library in-charge said all the things were purchased two years ago. I thought – had these things ever been used and played by the children of this age, some of the items might have been damaged, at least partly, and nothing could be found in such a neat condition. If the school was assured to be provided with new materials in case the existing ones got damaged after use, did the school teachers need to worry even if the children had done anything wrong to the materials? The answer to this question would be ‘no.’ I understood that the school authority had accepted the donated materials to keep them as the ‘showpieces’ rather than using them for children’s learning
